Summary
Carmarthenshire County Council (CCC) is leading in the public sector in their commitment to ensure Carmarthenshire plays its part in meeting climate change commitments. In order to meet the council target of Net Zero Carbon by 2030, substantial reductions in energy consumption and renewables generation are needed across the Council’s estate. Following multiple detailed site visits, in-depth data analysis and discussions with occupants of the buildings in scope, Ameresco will implement extensive Energy Conservation Measures (ECMs) across CCC facilities.
“Phase 1 is projected to save £315,726 and 675 tonnes of carbon equivalent (tCO2e) each year – these savings being guaranteed by Ameresco under an Energy Performance Contract. Working with Ameresco has allowed us to accelerate the roll-out of our energy efficiency programme in a more comprehensive manner and at a greater pace than could be achieved using limited in-house resources. We look forward to developing further phases to help us become a net zero carbon local authority by 2030.”

Customer Benefits
Based on the scope defined in the IGP scope, Ameresco has implemented a suite of ECMs to the value of £2 million across the Council’s property portfolio. Energy and water efficiency measures in addition to renewable energy generation will support CCC’s target of net zero carbon by 2030. The following benefits will be realised:
- Significant reduction in carbon emissions (675 tonnes per year) and annual energy costs (£315K)
- Upgrades to ageing energy infrastructure
- Extended life and optimised operation of existing equipment
- Improved comfort levels for staff and building users
Services Provided
Carmarthenshire County Council will benefit from significant upgrades to its energy infrastructure. Ameresco will deliver the following solutions and services that encourage long term carbon, energy, and cost savings across the Council’s estate. This project’s ECMs include:
- LED Lighting Replacement and Lighting Controls
- Building Management System Upgrade and Optimisation
- Building Fabric Improvement
- HVAC Optimisation including Variable Speed Drivers (VSD) Installation and Pipework Insulation
- Boiler Upgrade and Optimisation
- CHP and District Heating
- Water Conservation including Pool Cover
- Renewable Energy for the Council: 467 KW Solar PV Installation
Ameresco’s comprehensive program for CCC includes: surveys, pricing models, reviewable design data, development of an investment grade proposal, pre- and construction design management, implementation, and post-completion 12 months continued maintenance.
