Ameresco has been selected for the RE:FIT 5 framework, reinforcing its role as a leading energy solutions provider supporting UK public sector organisations to decarbonise their estates.
This procurement framework, launched by the Mayor of London in April 2026, enables councils, education and healthcare institutions, and other public organisations to accelerate progress toward net zero. RE:FIT 5 represents a significant evolution of the framework. Having already supported public sector organisations through RE:FIT 4, Ameresco is pleased to continue as part of RE:FIT 5 – now with an even broader and more flexible offering. The framework’s performance‑based financing structure, alongside the inclusion of social housing and new Direct Award options, creates greater accessibility and speed for organisations looking to accelerate decarbonisation and infrastructure delivery.

What Is the RE:FIT 5 Framework?
The RE:FIT framework uses Energy Performance Contracts (EPCs) to secure funding for investing in new and improved energy efficiency systems and technologies – such as heat networks, heat pumps, solar systems, lighting retrofits, insulation, and controls. It is a recognised public sector procurement route designed to help organisations deliver energy efficiency, renewable energy, and decarbonisation projects through performance-based contracting.
RE:FIT 5 builds on earlier iterations by:
- Expanding eligible technologies and project scopes
- Increasing flexibility in funding and delivery models
- Supporting a wider range of public sector organisations
Ameresco’s Track Record on RE:FIT: Proven Delivery at Scale
Ameresco has delivered multi-site, multi-phase decarbonisation programmes through the RE:FIT framework for more than a decade, helping public sector organisations across the UK reduce emissions, enhance performance, and drive long-term savings. A sampling of projects leveraging RE:FIT frameworks are below:
-
- Beckfoot Trust: Energy efficiency and renewable technologies across education estates, demonstrating the flexibility of RE:FIT for the education sector. ➞
- Carmarthenshire County Council: Estate‑wide energy efficiency and renewable upgrades to support the Council’s net zero by 2030 target. ➞
- Manchester City Council: Large-scale energy efficiency and renewable upgrades across multiple sites, supporting the Council’s net-zero ambitions. ➞
- Merthyr Tydfil County Borough Council: Extensive energy conservation measures across council buildings, supporting Wales’ public sector carbon neutrality ambitions. ➞
- Pembrokeshire County Council: Estate-wide decarbonisation measures to improve energy performance while reducing long-term operating costs. ➞
- Royal Marsden Hospital: Energy efficiency and cogeneration upgrades to modernise critical NHS hospital infrastructure. ➞
- Swansea Council: Estate-wide energy efficiency and renewable upgrades, reducing carbon emissions and energy costs while optimising Council facilities. ➞
- University of West London: Campus‑wide decarbonisation upgrades across multiple sites, integrating low‑carbon heating and renewable energy. ➞
Why RE:FIT 5 Matters for Public Sector Organisations
The launch of RE:FIT 5 marks an exciting step forward. The expanded framework broadens the scope of delivery and enables access to new project types, sectors, and enhanced delivery flexibility. By building on previous frameworks and introducing options aligned to today’s decarbonisation priorities, RE:FIT 5 will help organisations accelerate progress toward net-zero goals.
RE:FIT 5 enables organisations to:
- Access compliant procurement without lengthy tender processes
- Deliver guaranteed performance and measurable outcomes
- Unlock innovative funding solutions
- Address ageing infrastructure while progressing net zero commitments
- Remove barriers that previously delayed or prevented decarbonisation projects
