Getting up to Speed with the Massachusetts Clean Peak Standard
Massachusetts has launched the nation’s first Clean Peak Energy Standard (CPS), a complex program that aims to incentivize ‘Clean Peak Resources’ that can generate, dispatch, or reduce consumption at times of system peak demand, cut emissions, and lower ratepayer costs. The policy is structured to incentivize renewables, energy storage, and demand response resource development and operation. While the program creates a new, supplemental revenue stream, it is off to a slow start, with some key eligibility and long-term procurement opportunity details still outstanding. As market participants are gaining an understanding of the dynamic Clean Peak Energy Certificate market characteristics and interactions with other markets and programs, and as the state is addressing outstanding design features, the time is ripe to get up the curve on the CPS.
