DESCRIPTION:How does storage fit in? Most agree that storage is needed to achieve 80 percent carbon reduction from 1990 levels by 2050. The scope of that participation is less clear. A hybrid of both generation and load\, storage does not clearly fit into traditional electricity supply chain definitions. Legacy definitions and pricing can discriminate against storage. Adaptable to both high voltage transmission interconnection and low voltage distribution systems that can be used to support the bulk grid\, it is unclear whether storage should be considered wholesale or retail resources. The issue has become so contentious that market participants are challenging FERC’s rules to advance deployment of energy storage technologies. In the meantime\, technological advancements\, price declines and new entrants are leading the charge.
