SUMMARY:Northeast Energy and Commerce Association - Clean Peak Standard Event
DESCRIPTION:Getting up to Speed with the Massachusetts Clean Peak Standard \nMassachusetts has launched the nation’s first Clean Peak Energy Standard (CPS)\, a complex program that aims to incentivize ‘Clean Peak Resources’ that can generate\, dispatch\, or reduce consumption at times of system peak demand\, cut emissions\, and lower ratepayer costs.  The policy is structured to incentivize renewables\, energy storage\, and demand response resource development and operation.  While the program creates a new\, supplemental revenue stream\, it is off to a slow start\, with some key eligibility and long-term procurement opportunity details still outstanding.  As market participants are gaining an understanding of the dynamic Clean Peak Energy Certificate market characteristics and interactions with other markets and programs\, and as the state is addressing outstanding design features\, the time is ripe to get up the curve on the CPS.  Panelists will share their perspectives on this new market and the opportunities it presents as well as the outstanding issues. DESCRIPTION:Financial Decision Making in a Climate Changing Environment\nNovember 19th | 11:30am – 12:30pm CT \nThe negative impacts of climate change on the environment\, resulting in economic\, health and public safety challenges\, are significant enough to factor into a state’s and municipality’s credit rating process. The data around global temperature increases\, rising sea levels\, and acidification are consistently trending towards more extreme weather events known as climate shocks. While it is impossible to attribute any one event to climate change specifically\, the 2017 hurricane known as Hurricane Harvey was described as a 1\,000-year flood. Harris County\, in Texas\, sustained significant damage from the major flooding associated with Hurricane Harvey and\, two years later\, continues to rebuild a stronger\, more resilient community. With extreme weather events\, or climate shocks\, becoming more common\, there has been an increased interest in resiliency and sustainability from state and local governments\, motivated by the environmental and economic benefits. In 2018 — guided by its commitment to using innovative program design and technologies to solve transportation problems — ODOT partnered with Ameresco on a lighting pilot program aimed at improving public safety\, reducing energy costs and freeing up resources for other projects and maintenance across ODOT’s system. Financed by an energy savings performance contract (ESPC) that allows the program’s energy savings to be applied to its costs\, Ameresco will replace more than 10\,000 low-efficiency highway lights in the Portland metro area with LEDs to create brighter\, safer roadways that are more energy efficient and less costly to maintain. Speakers on this panel will provide attendees with an overview on the ODOT pilot program\, outline the planning and procurement process\, identify common obstacles and explain how to overcome them.
