Citizens Conservation Services (CCS) is the nation's preeminent
energy services company (ESCO) serving private and public multifamily
properties. Since l982 the Citizens staff has developed and implemented
more energy services contracts exclusively in this building sector
than any other ESCO in North America, with executed contracts
involving project capital of over $41 million in the last five
years alone, and $64 million in total. Citizens' personnel have
audited 30,000 apartments for performance-based energy and water
contracts, from California to Massachusetts to Florida.
Citizens specializes in paid-from-savings contracts which feature
the financing and installation of water conservation measures
by working with Citizens, property management companies and public
housing authorities gain a trusted energy consultant who will:
- Achieve energy and water savings in excess of annual debt
service
- Assist in navigating turbulent regulatory and utility pricing
environments
- Assist with design reviews in HOPE VI and private new
construction projects
- Procure a potential purchasing agent for lower priced electricity
and gas as free markets evolve.
Leverage resources to maximize the capital improvement packages.
Citizens staff are skilled in securing utility efficiency program
incentives and utility rate discounts, and in integrating these
with client sources of cash to secure additional outside financing
to provide efficiency measures that would not otherwise be justified
by their payback periods alone e.g., metering conversions,
EMS systems, cogeneration, roof insulation, individual DHW replacements,
and window replacements.
In public housing Citizens is unrivaled breaking ground
in the late 1980s with the first performance contracts with public
housing authorities (PHAs) under waivers of the Performance Funding
System regulations and, in 1995, with the first financing from
the private capital markets. Citizens has 13 active energy services
agreements with public housing authorities, nine of which are
in the debt repayment operational phase. Our clients include the
very largest PHAs in the country - New York, Chicago, and Philadelphia
- and relatively small ones, including Dover, NH and Ft. Pierce,
FL. Our staff has worked extensively with the U.S. Department
of Housing and Urban Development (HUD) to advocate on housing
efficiency issues. Citizens staff has more experience than any
other ESCO in the nation with PHA projects in repayment, and is
thoroughly familiar with the annual HUD financial reporting requirements
and the collection of the savings stream for debt repayment.
