What Is The Federal Buildings Initiative Program?
The Federal Buildings Initiative (FBI) is facilitated through
Natural Resource Canada's Office of Energy Efficiency, a landmark
program that is offered to federal departments and agencies in
an effort to reduce energy and water consumption as well as greenhouse
gas emissions.
The focus of the FBI program is to promote private-public sector
partnerships in order to implement cost effective facility upgrades
and retrofits. Through the FBI program, thousands of federal buildings
and other facilities have been registered in the program and have
generated a reduction in greenhouse gas emissions and annual savings
through the implementation of measures as outlined below:
- Updating of lighting systems
- Enhancement of heating ventilation and air conditioning systems
- Central plant upgrades and retrofits
- Building automation systems or energy management control systems
- Reduction of water consumption
- Upgrading building envelope such as weather stripping
- Training and awareness programs
Under the FBI program, clients have the option of overcoming
constrained capital budgets by having pre-qualified energy management
firms such as Ameresco Canada incur the up-front expense and risk
associated with projects. Once the measures have been implemented
within the FBI program, the clients immediately benefit from the
program through reduced utility bills that are utilized to pay
the energy management firms for the program. Once the program
is paid out, clients continue to enjoy the savings that result
from the program.

What Are the Greening Government and the Federal House In
Order?
In an effort to become a model of environmental excellence and
continue to reduce energy and water costs as well as greenhouse
gas emissions, the Government of Canada is taking action to green
its own operations and share knowledge with other organizations
through the Greening Government and the Federal House in Order
(FHIO) web sites.
The Greening Government is a web site on the Government
of Canada's effort to green its own operations and support the
Sustainable Development in Government Operations (SDGO) initiative.
The purpose of the SDGO is to facilitate the federal effort to
green government operations and encourage the reporting of tangible
results between departments and agencies that develop Sustainable
Development Strategies. The Federal Government is committed to
preventing pollution and protecting the environment as daily activities
are conducted.
As the largest building manager in Canada with a portfolio of
over 50,000 buildings, the Federal Government has a tremendous
opportunity to save money and natural resources by reducing energy
consumption and increasing the use of renewable energy in its
facilities. This will result in a reduction of emissions (particularly
greenhouse gases) and energy usage that are important examples
of environmental stewardship.
The Federal House in Order (FHIO) initiative is the Government
of Canada's plan for reducing greenhouse gas emissions within
its own operations in concert with Action Plan 2000 on Climate
Change (AP2000). In October 2000, under AP2000 on Climate Change
and the National Implementation Strategy, the federal government
has committed $1.1 billion over five years to reduce greenhouse
gas emissions from all sectors of the Canadian economy. Approximately
$44.2 million of this investment has been allocated to FHIO.
While the FHIO initiative is aimed at the 11 federal government
departments and agencies that account for approximately 95% of
federal greenhouse gas emissions, all departments, agencies and
Crown corporations are being challenged through the FHIO initiative
to take action in order to reduce their greenhouse gas emissions.
To this end, a Leadership Challenge has been launched to encourage
federal entities to assist in the reduction of greenhouse gas
emissions and report on their own emission reduction actions.
The eleven federal government departments and agencies have agreed
to collectively meet a target of reducing greenhouse gas emissions
by 31% from 1990 levels by 2010. The federal government has already
experienced a total reduction of 19% in greenhouse gas emissions
from 1990 to 1998 through reductions in floor space and fleet
size, a transition to less carbon-intensive energy sources and
improvements in energy efficiency and fuel switching.
Ameresco Canada will continue to assist the Federal Government
in determining methods of providing energy efficiency solutions
while reducing greenhouse gases wherever possible to support the
Sustainable Development in Government Operations (SDGO) initiative
and Action Plan 2000 on Climate Change (AP2000).
