Fall River Housing Authority


The Challenge

Declining federal dollars for capital improvements in their senior buildings and the arrival of new HUD incentives to conserve energy drove the Fall River Housing Authority to become the first multiple site public housing authority (PHA) energy performance contract in the nation. One of the sites was still serviced by very high costing city-supplied steam.

Our Solution

Measures included the disconnection of one site's heating and domestic hot water systems from a city-provided steam plant and the installation of high efficiency site-based gas equipment; other sites received replacement of space heat and domestic hot water systems. All sites received water conservation measures.

Impact

Savings from the decentralization from steam to high efficiency gas at one of the seven sites supplied enough revenue to cover annual debt service. Water savings from all sites have persisted in Year 6 of the contract to over 40%. Upon completion of the eight-year term of the project financing, the project will have generated over $4 million in total annual savings.
